One of the reasons SANG is often misunderstood is that people approach it as though it were another planning policy. It is usually described as an environmental requirement, a financial contribution or an ecological mitigation measure, but none of those explanations quite captures why it exists. To understand SANG properly requires stepping back from the mechanics of planning applications and looking instead at how the planning system has changed over the last twenty years. In many respects, SANG represents a broader shift in planning philosophy, from controlling the direct impacts of development towards managing the cumulative consequences of growth.

Historically, planning decisions tended to focus on what happened within the application site itself. Questions of design, access, overlooking, traffic generation and landscape impact all revolved around the physical consequences of constructing new buildings. Environmental considerations certainly existed, but they generally concerned the site or its immediate surroundings. SANG operates very differently. A housing scheme may sit several kilometres from an internationally protected habitat and have no physical effect upon it whatsoever. The concern is not that the development damages the habitat directly, but that the people who eventually occupy the homes may choose to visit it.

That distinction can feel surprisingly abstract when first encountered. It is also one of the reasons developers sometimes struggle to understand why ecological mitigation becomes such a significant planning issue. After all, a new housing estate does not alter the protected heathland itself. The buildings are elsewhere, the roads are elsewhere and the construction activity is elsewhere. Yet planning law requires decision-makers to consider not only the direct consequences of development but also the indirect effects that arise because people change their behaviour. A few additional dog walkers or weekend visitors are of little significance in isolation. Thousands of additional residents arriving across multiple developments over many years are a very different proposition.

The planning system therefore asks an unusual question. Rather than asking whether development harms a protected habitat, it asks whether development changes human behaviour in ways that may eventually harm the habitat. That is a much more subtle form of planning judgement. It is also why SANG is fundamentally about people rather than ecology. The purpose of a Suitable Alternative Natural Greenspace is not simply to create more open land. Its purpose is to persuade people to spend their leisure time somewhere else.

Once viewed through that lens, many of the design principles behind SANG begin to make far more sense. Guidance refers to circular walking routes, attractive landscapes, naturalistic planting, seating, parking, dog-friendly environments and long-term management. These are sometimes treated as a checklist of physical requirements, but collectively they reveal something much more interesting. Every element exists because SANG is ultimately attempting to influence choice. If people do not genuinely prefer using the alternative greenspace, then the mitigation has failed regardless of how closely it complies with technical guidance. The planning objective is behavioural change rather than landscape creation.

This is perhaps why SANG sits awkwardly alongside more conventional planning obligations. A Section 106 contribution for education or highways delivers infrastructure to accommodate additional population. SANG seeks to alter how that population behaves after occupation. It recognises that environmental protection cannot always be achieved by preventing development. Sometimes it is achieved by redirecting the consequences of development towards places that are better able to absorb them.

That principle also explains why there is no single national SANG model. Recreational patterns differ between protected sites. The ecological sensitivities differ. Local evidence differs. Consequently, the mitigation strategies adopted by local planning authorities also differ. Some authorities have established strategic SANGs into which developers contribute financially. Others expect developers to provide bespoke mitigation. Both approaches are attempting to answer the same legal question, but they reflect different local circumstances rather than inconsistent planning policy.

For developers, this has important commercial implications that are often overlooked during site acquisition. Planning constraints have traditionally been associated with matters that can be identified on the land itself: Green Belt designation, flood risk, listed buildings or protected trees. SANG introduces a different category of planning risk. The constraint may exist beyond the site boundary altogether. Whether permission can ultimately be granted may depend upon mitigation land several kilometres away, the remaining capacity within a strategic mitigation scheme or ecological evidence prepared by organisations entirely separate from the development team. None of those considerations are immediately obvious from a site inspection, yet all can influence viability, programme and ultimately land value.

Perhaps this is why experienced planning consultants increasingly discuss SANG at the very beginning of a project rather than towards the end of the application process. It is not because the mitigation itself has become more complicated, but because understanding the mitigation strategy has become part of understanding the site. In many areas of England, ecological mitigation is no longer a technical exercise undertaken after the planning application has been designed. It has become part of development strategy.

Seen in that context, SANG is far more than an ecological acronym. It illustrates how modern planning increasingly manages complex systems rather than individual developments. Housing growth, recreational behaviour, habitat protection, land management and legal compliance all become interconnected. The planning question is no longer confined to what happens within the red line boundary. It extends to how development influences the wider landscape over decades and how those consequences can be anticipated before they occur.

That is ultimately why SANG matters. It is not because it introduces another layer of planning regulation, but because it reflects a planning system that has become increasingly concerned with cumulative impact, long-term stewardship and the wider consequences of growth. Developers who understand that principle tend to see SANG not as an unexpected obstacle but as one element of a much broader strategy for delivering development in environmentally constrained locations. That understanding is often the difference between treating ecological mitigation as a late-stage compliance exercise and recognising it as a fundamental part of development strategy from the outset.
