Directors
David Maddox
David is the Founder of Maddox Planning, established in 2008. He brings more than two decades of planning and urban design experience, combining strategic planning advice with a clear understanding of how places are shaped, delivered and managed. Before founding Maddox Planning, David was Planning Director at international design practice Scott Brownrigg. He is a Chartered Town Planner, qualified Urban Designer, and Fellow of the Royal Society of Arts, with degrees from Cardiff University and the University of Westminster.
Laura Dimond-Whyles
Laura is a Planning Director at Maddox Planning, advising on complex planning matters with a particular focus on housing delivery, policy interpretation and development strategy. She brings a detailed, analytical approach to planning, combining clear policy judgement with a practical understanding of how proposals move through the planning system. Laura studied at UCL, with a specialism in the UK housing system, and is a member of the RTPI. She contributes to Maddox Planning’s wider thought leadership on housing delivery, plan-making and the changing national planning policy context.
Anthony Frendo
Anthony is a Planning Director with particular expertise in mixed-use and residential-led development, including projects in Westminster and Kensington and Chelsea. His work combines commercial awareness, planning strategy and collaborative project leadership. Before joining Maddox Planning in 2022, Anthony spent eight years at Savills, progressing to Associate Director. He has more than 14 years’ experience and brings a strong consultancy background across both public and private sector planning work. Anthony is a member of the RTPI.
Matt Hill
Matt is a Planning Director with more than a decade of experience delivering complex developments across London and the South East. Since joining Maddox Planning in 2017, he has progressed from Senior Planner to Planning Director and has played an important role in the company’s continued growth. Matt has experience across private consultancy and local government, with particular expertise in major urban regeneration, co-living and infrastructure projects. He holds a Master’s degree in Urban Studies and Planning from the University of Sheffield and is a member of the RTPI.
