Client: PDCG (Group Services)
Architect: Scott Brownrigg
Description of Development: Expansion of an existing data centre, including the extension of facilities on the northern side of the North Circular Road, encompassing 717 to 721 North Circular Road, with additional land to the rear.
Location: JVC Business Park, Brent, London.
Summary
The JVC Business Park project involves the strategic redevelopment and intensification of a key industrial site in Brent, designated as a Strategic Industrial Location (SIL). This proposal aligns with London Plan policies and supports the city's technological and industrial growth, delivering a state-of-the-art data centre designed to meet modern technological needs while addressing environmental and urban challenges.
Key Issues Addressed
Land Use Principles: The expansion aligns with the industrial use designation of the site and supports London Plan Policy E7 by optimising land use for technological and industrial activities.
Urban Design and Height: The proposed design and height are consistent with the character of the area and enhance the site's aesthetic through improved elevation treatments. These changes reduce visual impact on the Brent Reservoir and improve air quality along the North Circular Road.
Transport Infrastructure: A Section 278 agreement has been secured to enhance vehicle crossings, alongside a comprehensive Delivery and Servicing Plan, Travel Plan, and Construction Logistics Plan to ensure sustainable transport solutions.
Sustainable Development: The project incorporates renewable energy systems, a carbon offset payment, and whole-life carbon and circular economy assessments to meet sustainability and energy efficiency targets.
Environmental Considerations: Measures such as urban greening, enhanced drainage systems, and a green wall have been integrated to promote biodiversity, manage flood risks, and align with air quality goals.
Community Impact: Planning obligations include contributions towards affordable workspace, tree planting, and local employment and skills training, ensuring benefits for the Brent community.
Development Highlights
State-of-the-Art Facilities: Expansion of data centre infrastructure to support London’s technological needs and emerging industries.
Sustainability Features: Carbon offset measures, renewable energy integration, and urban greening for enhanced environmental performance.
