Summary
Brightwells represents a landmark town-centre regeneration in Farnham, delivering a vibrant mix of uses in a highly sensitive heritage setting. Maddox Planning has provided strategic advice across the lifespan of the development from its original planning permissions through to amendments, public engagement, and Reserved Matters approvals.
The scheme includes over 240 new homes, a six-screen cinema, restaurants, shops, and a new public square. Key challenges have included navigating policy changes, heritage constraints, and public opposition, while ensuring a deliverable and commercially viable outcome that aligns with the local plan.
Key Issues Addressed
Land Use and Need: The project brings forward underused town centre land for high-density, mixed-use regeneration, in line with national policy promoting town centre first. It responds to Farnham’s housing need while strengthening the vitality of the retail core. The scheme supports the strategic aims of the Waverley Local Plan and Neighbourhood Plan.
Design and Context: The architecture, led by Scott Brownrigg, responds sensitively to Farnham’s conservation area status. Buildings use traditional materials and are designed at a human scale, integrating seamlessly with the surrounding historic grain. A strong emphasis was placed on placemaking, with a new central square, active frontages, and improvements to the public realm, creating an accessible and engaging town centre environment.
Transport and Accessibility: Brightwells is accessible via public transport and offers enhanced pedestrian and cycle links through the site and along the River Wey. The scheme incorporates a new multi-storey car park, but also promotes active travel modes in support of Surrey County Council’s mobility strategy. Key transport upgrades have been secured through Section 106 contributions.
Sustainability and Environmental Performance: Environmental considerations were central to the project, with sustainable construction methods, energy-efficient housing, and significant landscaping enhancements. Sustainable Urban Drainage Systems (SuDS) have been incorporated throughout the public realm. The scheme supports long-term town centre resilience by bringing new life to previously vacant and underused spaces.
Urban Greening and Biodiversity: The development enhances the River Wey corridor and delivers new planting and soft landscaping across the site. A riverside walk links the site to Gostrey Meadow and beyond, improving biodiversity and accessibility. Green roofs and living walls also feature in some buildings, contributing to the wider environmental vision.
Community Impact: Community feedback was mixed throughout the project’s evolution, reflecting sensitivities over heritage, car use, and town character. Through ongoing dialogue with the Town Council and local groups, the design has evolved to address key concerns. The new cinema and public square were widely welcomed and will significantly contribute to Farnham’s cultural and evening economy.
